As in the case of GTA:SA PS2 hacks, there also exist unlicensed hacks of the PlayStation 2 version of Grand Theft Auto: Vice City, with mostly graphical and gameplay changes themed after popular video games and other media.

Prior to the release of bootleg discs with content illicitly pulled from PC mods and converted for the PS2 version of Vice City, warez releases by Kalisto and ConFusion were released in the early 2000s, which were cut down from the original DVD release in order to fit onto a 700MB CD-R, allowing bootleggers to burn or press them on cheaper CD media, albeit at the cost of radio stations and cutscene dialogue being removed, in similar vein to Dreamcast warez releases. Rockstar attempted to curb the practice by implementing an anti-piracy measure on the game whereby deleting the duplicate .img files (used by the game to optimise streaming on optical media) triggers a fail-safe which affects gameplay.
