TV Pump It Up is a Mega Drive/Genesis clone that was likely made by the company Mega. It's notable for being bundled with an official port of Pump It Up THE Fusion: 3rd Dance Floor which isn't currently dumped or was dumped but eventually lost. The console itself is shaped like a Sony Playstation and features the words MEGA on it, likely to dodge any potential trademark problems with Sega. The console comes with a controller that's identical to a 6-button Mega Drive controller beside it saying “Kowi” instead of SEGA. The port itself was presumably made by Mega & Game due to them making the original PC ports of Pump It Up series including the PC-Exclusive 3rd Dance Floor. So they likely made this system due to it featuring a port of that game specifically.
