The TomSoft MegaDrive SDK was created by Tommy Xie and used for unlicensed Mega Drive development. The package includes a debugger, C++ compiler, MIDI-2-GYM converter and a lot of English documentation on the Mega Drive's chip architecture. In addition, it has an audio player ROM with a lot of reconverted songs by Madonna. On Huayue Tech (Xie's new company after leaving Dragon Co.)'s website, it explicitly mentioned that the SDK was also used to make games for Bandai, likely referring to Plug 'n Plays including Kamen Rider Ryuki: Survival Fight. [1]

The SDK was originally available as a free download on Tom's site (which has now been long defunct), but a few additional mirrors have been provided on Pirated Games Central and Mega.NZ.
